Carolina Brewer of the Year Awards Charter and Rules
Purpose
The Carolina Brewer of the Year Awards is sponsored by homebrew clubs in
North and South Carolina, and is designed to promote and encourage homebrewing
excellence, homebrew clubs, and club competitions in the Carolinas. These awards
are sponsored and supported by homebrew clubs from North and South Carolina,
many of which organize homebrew competitions that provide the structure upon
which the awards are based.
These awards recognize homebrewing excellence each year, and consist of the
following competitions:
- Carolina Brewer Of The Year
- Carolina Meadmaker Of The Year
- Carolina Master Brewer Of The Year
- Carolina Brewclub Of The Year
Sponsoring Clubs
All North or South Carolina homebrew clubs are eligible to become a
Sponsoring Club for the CBoY Awards. Any club wishing to become a Sponsoring
Club must submit their request to the Moderator of the Governing Committee, who
will present the request to the Governing Committee and call for a vote;
admission will be determined by a majority vote.
Each sponsoring club shall pay an annual fee as determined by the Governing
Committee, and will be used for awards costs and any other expense approved by
the Governing Committee. A sponsoring club is not required to organize its own
competition. Sponsoring fees will be determined by December 31 for the present
year’s awards, and shall be payable by March 1 of the following year. All fees
should be paid directly to the Moderator, who will be responsible for
administration of all CBoY funds. A Sponsoring Club that fails to pay its annual
fee for a competition year by June 1 of that year shall be removed as a
Sponsoring Club.
The following are the Sponsoring Clubs for CBoY. All shall remain Sponsoring
Clubs until they withdraw from membership in CBoY or are removed for failing to
pay their annual fee to CBoY:
Alcohol Through Fermentation (ATF)
Battleground Brewers (BGB)
Carolina Brewmasters (CBM)
Cary/Apex/Raleigh Brewers of Yore (CARBOY)
Down East Alers (DEA)
Mountain Ale and Lager Tasters (MALT)
Palmetto State Brewers, Inc. (PSB)
Triangle Unabashed HomeBrewers (TRUB)
Qualifying Events
- A Qualifying Event is defined as a competition that provides points towards
the CBoY awards. - The following events shall be Permanent Qualifying Events for the CBoY
Awards and shall be defined hereinafter: - Blue Ridge Brew Off (sponsored by MALT)
- DEA Challenge (sponsored by DEA)
- Palmetto State Brewers Open (sponsored by PSB)
- Shamrock Open (sponsored by CARBOY)
- TRUB Open (sponsored by TRUB)
- US Open (sponsored by Carolina Brewmasters)
- If any of the above-mentioned Permanent Events are not held for two
consecutive years, then that Event shall lose its permanent status and must
reapply as provided hereinafter. The Governing Committee shall approve all
Qualifying Events before January 1st of the new competition year. - New Qualifying Events may be applied for and will be awarded by the
Governing Committee (GC) prior to January 1st of each year. Any
event that completes two years as a Qualifying Event will earn Permanent
Qualifying Event status. - Each Qualifying Event must be registered with the AHA (American Home Brewers
Association) or the BJCP (Beer Judge Certification Program). Any event that is
not registered with one of these organizations shall not be allowed to provide
points towards any of the CBoY awards and shall not be a Qualifying Event for
that year. - The competition year is defined as beginning with the first Qualifying Event
in a calendar year and ending with the final Qualifying Event in that calendar
year. - The Governing Committee may make uniform rules concerning the reporting of
competition results in order to facilitate the tabulation of results. Each
Event shall follow such procedures to maintain its Qualifying Event status.
Award Eligibility
- A brewer must be a North Carolina or South Carolina resident to be eligible
for any of the CBoY Awards. An active member of a North Carolina or South
Carolina homebrew clubs who lives in another state but within a North Carolina
or South Carolina club's main service area is eligible. A brewer who meets
these requirements but moves during a calendar year maintains eligibility for
that year. - To win a CBoY award the brewer must have submitted entries to at least 50%
of the Qualifying Events for that competition year.
Carolina Brewer of the Year (CBoY)
- Carolina Brewer Of the Year will be awarded to the brewer(s) who earn the
most points according to the following scale: - CBoY honors will be given to the top 3 total scores at the end of
competition year. - Flights must consist of at least 5 beers to be eligible for CBoY points.
- Points can only be earned for one entry per subcategory per event.
- The yearly maximum points per subcategory is 6, or equal to the number of
eligible CBoY competitions, whichever is larger. - Points can only be earned for beer (no mead, cider, sake).
- In the event of a tie for any position, the following tiebreakers will be
used to attempt to break the tie (in order): most qualifying events entered
for that year; most 1st place awards; most 2nd place
awards. If a tie still exists, the award will be held jointly for the year,
but only 3 awards will be given.

Carolina Meadmaker of the Year (CMoY)
- Carolina Meadmaker of the Year will be awarded to the meadmaker(s) who earns
the most points according to the following scale: - CMoY honors will be given to the top 3 total scores at the end of
competition year. - Flights must consist of at least 5 meads to be eligible for CMoY points.
- Points can only be earned for mead (no beer, cider or sake).
- Points can only be earned for one entry per subcategory per event per
meadmaker(s). The maximum points that can be earned per subcategory per
competition are 3 points per meadmaker. - In order to be eligible to receive the CMoY award, a meadmaker must
participate in at least 25% of the qualifying mead events for the year. - In the event of a tie for any position, the following tiebreakers will be
used to attempt to break the tie (in order): most qualifying events entered
for that year; most 1st place awards; most 2nd place
awards. If a tie still exists, the award will be held jointly for the year,
but only 3 awards will be given.

Carolina Master Brewer of the Year (CMBoY)
- Carolina Master Brewer Of the Year will be awarded to the brewer with the
highest average score of the brewer’s six (6) highest scoring beers. - CMBoY honors will be given to the top 3 average scores at the end of
competition year. - A minimum of 6 beers must be entered. The 6 beers must be from different
subcategories. - Points can only be earned for beer (no mead, cider, sake).
- Flights must consist of at least 5 beers to be eligible for CMBoY scoring.
- Scores can only be counted for one entry per subcategory per event
- If a brewer has multiple scores in the same subcategory at different events,
the highest score will be the one counted. - In the event of a tie for any position, the following tiebreakers will be
used to attempt to break the tie (in order): most qualifying events entered
for that year; most 1st place awards; most 2nd place
awards. If a tie still exists, the award will be held jointly for the year,
but only 3 awards will be given.
Carolina Brewclub Of The Year (CBCoY)
- Carolina Brewclub Of The Year will be awarded to the club that
has the most cumulative CBoY points. - Points will be counted from all brewers from that club; the 50% event rule
will not apply, nor will the 6 points per subcategory cap apply to the club
score. - In the event of a tie, the Mead Maker points will be used to determine the
award winner.
Governing Committee
- Each Sponsoring Club shall have a representative on the Governing Committee,
who will be selected according to that club’s procedures. - The GC shall be the final authority on any and all matters related to the
CBOY awards. - The GC shall establish and maintain an e-mail message board for managing
communications between GC Representatives and conducting the business of the
GC. Other tools of the Internet for facilitating communication may be utilized
as necessary. - The GC shall meet annually to review the program and consider changes and
conduct any other relevant business. The GC shall determine the time and place
for the meeting. If a GC Representative is unable to attend this meeting, the
Representative may appoint another individual from their Sponsoring Club to
represent them at this meeting by submitting a request to the Moderator. This
individual will be considered a GC member for the duration of the meeting,
with all voting rights and privileges normally afforded to GC members. - GC Representatives may start a discussion or make a motion at any time. The
Moderator may also call e-mail meetings, as he/she deems necessary or
advisable. The Moderator shall moderate all GC meetings and discussions in
order to promote good order and the best interests of the CBoY. Meetings and
discussions will generally follow Roberts Rules of Order with the necessary
modification due to the use of the e-mail discussion board.
Governing Committee Officers
- Prior to the beginning of each competition year, the GC shall appoint a
Moderator from the Governing Committee members to oversee committee procedural
activities. The GC will also appoint a Vice Moderator. - The Moderator shall be the executive officer of the GC. The Vice Moderator
shall serve in the absence or incapacity of the Moderator and shall perform
such other tasks as may be delegated to the Vice Moderator by the Moderator. - The Moderator shall appoint an Administrator who shall be responsible for
collecting records and documentation from the CBoY Qualifying Events. The
Administrator shall report to the GC the points standings and have these
results posted on the CBoY website by the webmaster as soon as possible after
each Event This appointment shall be made prior to the beginning of the
Competition Year. - The Moderator shall appoint a Webmaster, who will implement all changes to
the CBoY website in a timely manner. This individual does not have to be a
member of the Governing Committee, but preferably should be a member of one of
the Sponsoring Clubs. - The Moderator is tasked with the acquisition and distribution of the CBoY
awards (plaques, ribbons, etc.). As this represents the primary annual CBoY
expense, the Moderator will manage the administration of all CBoY funds. The
Moderator may choose to appoint a committee to handle acquisition of prizes,
but he/she is ultimately responsible for ensuring that these awards are
acquired. The distribution of these awards will normally take place at the
first Qualifying Event of the following competition year. - The Moderator shall preside over all meetings of the GC, including the
e-mail message board. - The Moderator shall have the authority to appoint committees or individuals
to perform tasks on behalf of the GC. - The Moderator shall in all respects serve as a facilitator in order to
accomplish the purposes and the decisions of the GC. - Each GC Representative may nominate either himself or herself or another GC
member to the Moderator and Vice Moderator position, provided the nominee has
indicated his/her willingness to serve. No GC Representative is required to
accept the nomination. If multiple GC Representatives are nominated, the
matter will be put to a vote.
Voting
- Any GC Representative may open an informal discussion topic through the GC’s
e-mail message board at any time. Informal discussions are non-binding, and
may continue for an unlimited period of time. - Each GC Representative may also make a formal motion through the GC’s
e-mail message board concerning any matter involving CBoY Awards, including
its Charter and Rules. In order to make a formal motion, the Representative
shall clearly post the text of the Motion on the message board and identify it
as a formal Motion. The Moderator shall recognize it as a formal motion and
call for a second. If another Representative seconds the motion within seven
days, the issue will be open for discussion for up to a maximum of two weeks
from the date that the motion was seconded. - Once discussion has closed, the Moderator will call for a vote, which will
be tabulated and tracked using the GC’s e-mail message board. The vote must
take place within three weeks of the date when the initial motion was
seconded. - In order for a motion to carry, a simple majority (51%) of the GC
Representatives must vote on the issue, and a simple majority (51%) of these
participants must vote in the affirmative. If either of these qualifications
is not met, the motion fails. - The voting rights and privileges of a Representative whose club is
delinquent in the payment to CBoY of its annual fee shall be suspended until
payment is made.
